General Summary:

Working under minimal supervision, the Safety Manager oversees the management of the site safety program on multiple sites, and to educate and train all Company personnel in federal, state, and local laws, and the Companies safety, health, and environmental policies.

Duties and Responsibilities:

  • Enforce Safety Program and related policies and procedures and implement immediate corrective actions in accordance with Company, Federal, State and Local regulations and owner requirements.
  • Hold pre-construction planning meetings with Company staff and subcontractors to review overall site safety program and job hazard analysis for their scope of work, and ensure plans are in place to mitigate risks.
  • Ensure proper pre-planning for all activities and tasks for subcontractors and trades.
  • Contribute to the development of the overall project safety program.
  • Manage time and resource allocation appropriately to provide overall safety leadership to assigned projects.
  • Create safety reports for the project, analyzing metrics and making recommendations for improvement over baseline. Submit reports to Division management.
  • Actively participate in reducing Project Incident Rates and Experience Modification Rate (EMR) by meeting or exceeding established goals and managing regulatory exposures to zero citations.
  • Provide mandatory safety training to Company personnel (e.g., Safety Management, OSHA 10-Hour, OSHA Refresher, Competent Person Training). Maintain an active log of compliance in all categories.
  • Maintain interaction with project staff to help identify possible hazards.
  • May accompany an OSHA or Division of Workers Comp (DWC) safety representative during a jobsite inspection
  • Attend seminars, lectures, and training classes to maintain all applicable certifications in safety-related subjects. Consult technical references such as OSHA Standards, EPA, or ANSI at frequent intervals to ensure that answers to safety problems are correct.
  • Participate or lead safety in project start-up meetings, accident investigations, and audits.
  • Maintain and report all relevant statistics, including incident rates, lost time rates, and DART rates
  • Guarantee all safety precautions, above all else, and Harper Brothers Companies quality standards are met.

The duties described above are not inclusive. Additional duties may be permanently assigned or required from time to time due to the need to respond to client needs and remain competitive in the marketplace.

Qualifications:

  • Highschool diploma or equivalent
  • Some College Preferred
  • 3-5 years Proven experience in safety management, preferably in a construction setting
  • Strong knowledge of local, state, and federal safety regulations and standards
  • Excellent written and verbal communication skills for report writing and presenting findings
  • Ability to conduct root cause analysis and develop effective solutions
  • Strong attention to detail and analytical skills
  • Certification in Occupational Health and Safety (e.g., CSP, CIH) is a plus
  • Bilingual in English and Spanish is a must.
